Uploading to google photos > times wrong

I find that when I upload videos or photos to google photos, google photos gets the time stamps wrong. They are either 3 hours in front (for photos) or 11 hours in front (for videos) of where they should be. Strange.

Surely the important thing is what time stamp is on the actual file.
All mine are in UTC, which at the moment, is consistent with my local time.
